What the PESV is and who is required to have one

The PESV is Colombia's Strategic Road Safety Plan: the document with which a company proves it is doing something concrete so its people do not get killed on the road. It is mandatory in Colombia and enforced by the Ministry of Transport. This guide says who falls under it, at which level, and what papers you will be asked for on audit day.

What to understand before you start

What it actually is

A written and applied plan: policy, assessment, an owner, a committee, actions and follow-up. It is not a document you buy ready-made and file away; the auditor asks for evidence that it is being executed.

Who is required to have one

Companies with more than 10 vehicles, those that hire transport services, and those with 2 or more drivers travelling to do their job. Many companies that do not consider themselves transport companies fall in through that third route.

The three levels

Basic, standard and advanced, according to fleet size and the organisation's mission. Advanced applies from around a hundred vehicles owned, contracted or managed. The higher the level, the more steps are mandatory.

Careful with the "5 pillars"

That is the structure of the previous regulation, Resolution 1565 of 2014. The one in force is Resolution 40595 of 2022, which reorganised the PESV into 4 phases and 24 steps of the PDCA cycle. If your document is still built around pillars, it is out of date.

What the legal framework requires

Law 1503 of 2011 created the obligation and Resolution 40595 of 2022 set the current methodology. Those are the two references worth having at hand when somebody offers to "do your PESV".

Why audits are failed

Almost never for not having the plan: for not being able to show it is executed. What is missing is the evidence — maintenance done, training signed off, incidents logged, actual trips.

"The PESV is not a document, it is a routine. What they ask for is not the file: it is proof that you apply it."

Where tracking fits, and where it does not

You resell under your own brand. This is who it works for, and with what argument.

Evidence you are already generating

Speed, trips, hours at the wheel and stops come straight out of tracking, with date and coordinates. It is the kind of proof that cannot be filled in by hand the day before.

Maintenance and papers up to date

Inspection, insurance and roadworthiness dates with a warning before they expire. It is one of the first things checked and the most often forgotten.

Incidents logged when they happen

An incident written down three months later is worthless as evidence. Logging it at the time — who, where and what was done — is half the work.

What tracking does NOT solve

The signed policy, the committee, the training and the assessment are the company's own work. No software replaces them, and anyone promising otherwise is selling smoke.

Why do most companies fail the audit?

Not for lacking the plan, but for being unable to prove it is executed. Dated evidence is what is almost always missing.

Does this only apply in Colombia?

The legal obligation and the name, yes. But the plan itself — policy, risks, drivers, vehicles, incidents and evidence — is the same one road safety rules in other countries and ISO 39001 ask for, so the tool works just as well outside Colombia.
