How are real working hours controlled with GPS?

With the trips and stops report, which shows the start time, the end time and how long the vehicle spent at each site. Not the hours reported: the hours recorded.

Can you tell who was driving on each shift?

Yes, with driver identification. Without it the data is per vehicle.

Is it valid for payroll?

It works as objective backup. The report downloads as a spreadsheet so it can be cross-checked against payroll.

Does the employee have to be told?
